I would try creativexpress.com or a scrapbook or craft store. That website is awesome. It may have what you’re looking for.
I looked around on google and stuff, and couldn’t find anything. I would call around to local scrapbook stores, they might still have them…it might be something that came out a few years ago, or the company’s now closed, and so you will have a hard time finding them on the web. If you go to a scrapbook store, you may not find that EXACT design, but I know you’ll find something pretty close. You can also try that veritable giant for finding ANYTHING…ebay. Good luck!
You could try sites below. You may find paper with scissors on it.

You can buy labels – just like you’d find at an office store – and use the templates to do whatever you want with them. I’ve designed labels for lip glosses and soap that I sell. Keep in mind, though, that the standard labels you’d find in an office supply store won’t be acid-free or lignin-free, so just don’t put them right on top of or touching your photos.
Yuzawaya (ユザワヤ)is one of the biggest Japanese department store, specialised in handicrafts , art supplies, fabrics, and so on. Today I’ve just visited Yuzawaya in Kichijoji which is the nearest “Yuzawaya” from the central area of Tokyo. The shop is eight-story building and is located near the Kichijoji JR train station (1or 2 min. from the south exit of the train station). I’ve confirmed that they sell scrap-booking supplies at the art supply department, 6th floor of the building. On the 6th floor, stickers and die-cuts are sold in the scrap-booking section, and special papers and decorated pages for scrap-booking are sold in the paper section.Yuzawaya in Kichijoji: Address: 2-1-25 Kichijoji-minamimachi, Musashino-city, TokyoPhone: 0422-79-4141Opening Hour: AM10:00~PM:8:30(Jan.~Mar.& June~Sep.)AM10:00~PM:9:00(Apr.~May.・Oct.~Dec.)http://www.yuzawaya.co.jp/company/brochure.htmlhttp://www.yuzawaya.co.jp/information/mise_ki.html(accessed Mar. 2007)*Kichijoji is a fashonable and very populer town in Tokyo for shopping, eating, and etc, and it takes only 15 min. from Shinjuku by train (JR Chuo-line). you could get punches or stencils and make them yourself.
While Walmart does have kits I think that JoAnn fabrics has a wider selection of kits. Google JoAnn Fabrics and then do find a store location. Look at the locations reasonably close to you and go to the biggest one… some don’t really have much int he way of scrap booking while others have tons.If not get a cute little basket and assemble all the thinks you think are important and just coordinate them for her.Great gift idea too!
HEY! Just as I posted the answer this link showed next to it: http://www.scrapdango.com/ The first page has some kits you might like.
I always string my things like that on book binding rings. I put all the packages of crystals together on one ring, the pakages of chipboard on another etc. They are very easy to flip through when you go to a crop that way. It has saved me from buying more packets of the same stickers/crystals as i can easily see what I have already got.I also link all the book binding rings of different embellishments together so I can pick the whole lot up at once. No more scrabbling things together! Then I have a clear plastic bin that I ‘file’ my rub ons in when I go away. The bin has a top insert layer so I put my punches in the bottom of the bin and the rub ons in the top layer. Ribbon fits in well also.HTH!
If you have the store Archiver’s nearby, they have great product. You can also Ebay. I have gotten a lot of good things on their.
Whats wrong with ebay? You’re not going to get as much trying to sell them to store. Also try putting them on craigslist.
